In the next month or so we will see the official launches of the Horizon Europe and LIFE Clean Energy transition calls for 2025.
The calls will open in May with the first deadlines in September.
Destination 3 “Sustainable, secure and competitive energy supply”
There will be 27 Topics – 10 RIA, 13 IA, three CSA, and a Cofund for Ocean Energy. D3 will have a budget of €407 Million and cover Renewables: (BioFuels – Geothermal – Hydropower – SolarThermal – Wind – Wave – 4 PV topics (under the new EUPI-PV Partnership)), the Energy system (Control and operation tools – Next Gen Substations – AI – Empowering Communities – and three Storage-related topics) along with New CO2 capture technologies and CO2 transport and storage.
The two deadline dates for D3 will be September 2025 and February 2026.
Destination 4 “Destination 4: Efficient, sustainable and inclusive energy use”
There will be six Topics – 3 RIA, 3 IA and a Budget of €84 Million - 17 Projects are expected to be funded.
Deadline date for D4 will be 17-Feb 2026.
Topics to include in the sustainable building area: robotic and automated solutions, smarter buildings, innovative pathways for low carbon buildings, positive energy districts, low embodied carbon construction products and RES in energy intensive industry.
Registration is now open for the 2025 Horizon Europe Cluster 5 Info Day. Taking place on 6 May 2025, the Info Day will be held both onsite in Brussels and online. Following the Info Day, an onsite brokerage event will take place in the same premises at 16:00 to 19:00. Organised by GREENET, the network of Cluster 5 National Contact Points (NCP), the brokerage event will facilitate networking opportunities for prospective project partners.
If attending a brokerage event:
· Register early here and visit platform regularly to see new attendees
· Maximise your time by setting up meetings
· Prepare a professional One-Page presentation - succinctly explain who you are, what you do, and what you're looking for. Target specific topics. Don’t list all topics or have a scattergun approach.
New Pilot under Cluster 5
The 2025 Cluster 5 work programme will introduce a new Pilot for Societal Readiness. Eight topics within the Work Programme 2025 have been selected as a vanguard for advancing Societal Readiness practices. To support this work, the Commission has setup a common methodology for applicants. The outcomes of this Cluster 5 pilot in Societal Readiness will be closely assessed and analysed through a dedicated Coordination and Support Action HORIZON-CL5-2026-01-D2-09: Monitoring and Evaluation of the Societal Readiness Pilot.
The Societal Readiness approach aims, when integrated into R&I processes, to improve the consideration of different societal needs and concerns and to respond to them, thereby increasing the potential for societal uptake. To achieve this, all types of project partners – including Science, Technology, Engineering and Mathematics (STEM) and Social Sciences and Humanities (SSH) profiles – should be engaged and interact effectively and in sustained ways. Inclusive participation early in proposal development and throughout the project will enable an interdisciplinary approach serving the objectives of the topic.

The LIFE Calls for proposals 2025 will be published on 24 April (tentative date) this will include the Clean Energy Transition Call. CINEA will hold virtual information sessions from 13 to 15 May 2025 to guide potential applicants through the LIFE Calls for proposals 2025.
