2024 Calls for proposals under Horizon Europe Cluster 4 – Space Open!!!

Under Work Programme 2023-2024 – Destination 5 “Strategic autonomy in developing, deploying and using global space-based infrastructures, services, applications and data”, there are two remaining Calls:  

1. HORIZON-CL4-2024-SPACE-01: managed by HaDEA (European Health and Digital Executive Agency), open since 21 November 2023, with a closing deadline of 21 March 2024

  

2. HORIZON-EUSPA-2023-SPACE: managed by EUSPA (European Union Agency for the Space Programme), open since 24 October 2023 with a closing deadline of 14 February 2024

  

Call topics under HORIZON-CL4-2024-SPACE-01 

  

Under this call, there are currently four open Call Topics for proposals under Cluster 4 – Space, with a total budget of €46.3 million available for Space Research in 2024 and with a closing date of 21 March 2024.   

•   Copernicus for Land and Water (HORIZON-CL4-2024-SPACE-01-35 Research and Innovation           Action) – available budget €4 million 

Submitted proposals must deliver enhanced quality and efficiency of the Copernicus Land Monitoring service, which provides information on changes in land cover and land use over time to support sustainable land management practices, monitor deforestation and assess the impacts of natural disasters such as floods, droughts, and wildfires. Total indicative budget of €4 million; proposals are welcomed in the €1.5 - €2 million budget range, with two projects anticipated to be funded and activities expected to achieve TRL 5-6 by the end of the project.

•  Copernicus for Security (HORIZON-CL4-2024-SPACE-01-36 Research and Innovation Action) –         available budget €8 million

Submitted proposals must support an increase in service performance, outreach and scope of the Copernicus Security Services to better safeguard the Union’s strategic assets, interests, autonomy and/or security in Space and will guarantee the security and integrity of EU space assets. Total indicative budget of €8 million; proposals will typically have a €4 million budget, with two projects anticipated to be funded and activities expected to achieve TRL 5-6 by the end of the project.

•  Quantum Space Gravimetry Phase-B study & Technology Maturation (HORIZON-CL4-2024-              SPACE- 01-64 Research and Innovation Action) – available budget €14.2 million

Proposals submitted under this topic must prepare the next phases of the implementation of a Quantum Space Gravimetry pathfinder mission to support EU space policy and the EU Green Deal, ensure EU sovereignty and non-dependence for the development of capacities leading to the availability of quantum space gravimetry and enhance the TRL of the critical components necessary to build quantum gravimetry for space. This is a substantially sized proposal (application page limit - 90 pages) with matching budget (€14.2 million) and only one proposal is expected to be funded.

•  Space technologies for European non-dependence and competitiveness (HORIZON-CL4-2024-         SPACE-01-73 ; Research and Innovation Action) – available budget €20.1 million 

Proposals submitted under this Call will reduce the dependence on critical technologies and capabilities from outside EU for the EU space programme components (i.e. Galileo/EGNOS, Copernicus, Govsatcom and SSA) and other space applications. The technology areas are: Low shock Non-Explosive Actuators (NEA) for smallsats; High data rate, low consumption, short range links; Power laser sources in the eye-safe region; Enhanced performance and space qualified detectors; Ultra Deep Submicron technology for next generation space integrated circuits; Discrete power devices and Photonics components. The Call Topic has a total indicative budget of €20.1 million; proposals are welcomed in the €2 - €3 million budget range, with seven projects anticipated to be funded and activities expected to achieve TRL 5-8 by the end of the project. Please note the substantial application page limit size (75 pages) expected under this Call.

Call topics under HORIZON-EUSPA-2023-SPACE: 

Under this call, there are currently five open Call Topics, which focus on Downstream applications:  for proposals under Cluster 4 – Space, with a total budget of €34.5 million available and with a closing date of 14 February 2024.   

HORIZON-EUSPA-2023-SPACE-01-41: EGNSS - Transition towards a green, smart and more               secure post-pandemic society

Submitted proposals will stimulate the development, validation and use of commercial downstream solutions, foster the development of integrated space technologies that improve quality of life in Europe and exploit increasing digitalisation and adaptation of business processes in the post-pandemic environment to create new space-based commercial opportunities. Total indicative budget of €3.5 million; proposals are welcomed in the €1.5 - €2.5 million budget range, with two projects anticipated to be funded and activities expected to achieve TRL 7-9 by the end of the project.    

HORIZON-EUSPA-2023-SPACE-01-42: EGNSS - Closing the gaps in mature, regulated and long            lead markets

Submitted proposals will broaden the reach of EGNSS, by supporting its adoption in mature, regulated long lead markets (including rail, maritime inland waterways, fisheries and aquaculture, road and automotive, aviation) and develop industry-accepted certification and standardisation schemes that exploit the use of EGNSS and its differentiators for operational services. Total indicative budget of €8 million; proposals are welcomed in the €1.5 - €2.5 million budget range, with four projects anticipated to be funded and activities expected to achieve TRL 7-9 by the end of the project.

•  HORIZON-EUSPA-2023-SPACE-01-43: Copernicus-based applications for businesses and policy-        making

Submitted proposals will enhance existing applications or develop new applications and products relying on Copernicus data and services and will contribute to increasing the integration and uptake of Copernicus data, services and applications in the European economy, in particular the European data economy. Total indicative budget of €7 million; proposals are welcomed in the €1 - €2 million budget range, with five projects anticipated to be funded and activities expected to achieve TRL 7-9 by the end of the project.

•  HORIZON-EUSPA-2023-SPACE-01-46: Designing space-based downstream application with international partners

Submitted proposals will target one or more of three expected outcomes: (i) The use of EGNSS and sharing of expertise with public and/or private entities to introduce EU-space-based applications/solutions, (ii) The use of Copernicus data, to develop jointly algorithms, services and/or products, which serve local user needs and/or enhance the Copernicus global product quality and/or (iii) The combined use of EGNSS and Copernicus to develop innovative downstream applications combining positioning navigation and timing with earth observation services. Total indicative budget of €6 million; proposals are welcomed in the €0.8 - €1 million budget range, with seven projects anticipated to be funded and activities expected to achieve TRL 3-4 by the end of the project.  

•  HORIZON-EUSPA-2023-SPACE-01-61: EU GOVSATCOM for a safer and more secure EU

Submitted proposals will aim at identifying and address technological challenges related to the provision of GOVSATCOM services and increasing awareness on the benefits brought by the use of secure services provided by GOVSATCOM and will engage the users, public authorities and policy makers to a maximum extent. Total indicative budget of €10 million; proposals are welcomed in the €3 - €4 million budget range, with three projects anticipated to be funded and activities expected to achieve TRL 7-9 by the end of the project.

The Horizon Europe Info Days on Cluster 4 – Digital, Industry and Space took place online on 11 & 12 October 2023 with over 1,565 registered participants.
